I know the most obvious answer is GO TO THE VET, but that’s not an option for me. I don’t have the money myself, and my parents refuse to spend money on my cat (my sister’s dog, however, has PET INSURANCE.)
He threw up again afterwards, but it was only bile. Does that mean he probably expelled most of it?
Other than keeping an eye on him and watching his behavior and/or bowel movements, what should I do? I’m really, really worried.

1) Pay attention closely to her. Make sure she isn’t acting weird.
2)If she is gagging, or puking, that’s good because she’s emptying it from her.
3)Eventually, she will poop it out. Keep close attention to her.
call 911 ASAP.
obviously this is a life threatening predicament.
the poor creature is internally bleeing and its gunna throb its own spleen and die!!!
get it in the ER right away and get the poor kitty on an operating table and remove that condom!
the sperm is probably rotting its insides as we speak
or who knows? maybe it will be the first cat/human??
but either way. call 911 its the best thing to do in a situation like this.
the vet wont do anything.
a fish cleaning knife can open the cat up pretty quickly to retrieve the rest of the delicate balloon.

1) Point out to your parents that they are legally obliged to provide health care for animals they are responsible for (as they adults they are responsible, not you). They could be charged with animal cruelty.
2) If they genuinly can’t afford it right now, then you must get in touch with an animal charity/rescue/humane society and ask them what you can do. They may have help in the area.
I think at the very least you need advice over the phone from a vet. I guess this could pass through OK, but he could also need an operation.
And hopefully once this crisis is over your parents will get health insurance for your cat too.
Life is not fair. If the cat dies, it is beyond your control since your parents refuse to spend a dime on it Just keep a close eye on the cat to see if it is having trouble from the balloon fragment. If it is choking, you can’t exactly put your finger in its throat to swipe it out lest you be bitten and scratched. Animals, especially cats, won’t cooperate.
